Building Codes

City of Dixon enforces the following California Building Codes.

The 2019 California Building Standards Code (Cal. Code Regs., Title 24) were published July 1, 2022, with an effective date of January 1, 2023.  The City adopted by reference, with local amendments, the 2022 California Building Standards Code, as well as other codes as part of the tri annual code adoption.

Tri Annual Update to Building/Fire Codes for 2023-2026

The City of Dixon recently updated its Municipal Code to adopt the 2022 California Building Standards Codes (Title 24). Every three years, the California Building Standards Commission, along with other state agencies, review and amend Title 24 of the California Code of Regulations, a.k.a. the California Building Standards Code.

The Dixon Building Division and Fire Department worked together to: 

1) Repeal and replace Dixon Municipal Code Title 16 (Building and Construction) in it's entirety to Adopt by reference, with amendments, the 2022 California Building Standards Code (2022 California Building, Fire, Mechanical, Plumbing, Electrical, Energy, Administrative, Historical Building, Existing Building, Referenced Standards, Residential, and Green Building Codes), including adopting by reference certain Appendix Chapters of these codes;

 2) Adopt by reference, with amendments, the 2021 International Swimming Pool and Spa Code and the 2021 International Property Maintenance Code;

3) Adopt findings of fact supporting the local amendments to the code; and

4) Repeal Chapter 16.13 (Housing Code) and add a new Chapter (Chapter 16.19 - Permit Streamlining for Electric Vehicle Charging Systems) to the Dixon Municipal Code, adopting State Assembly Bills, AB 1236 and AB 970

The Ordinance updating the codes was introduced at the regular City Council meeting of November 15, 2022 and then a public hearing and second reading was conducted at the City Council meeting of December 6, 2022 .  A copy of the staff report and Draft Ordinance for these meetings can be viewed by clicking the link on each meeting date above.  Notice of the December 6 meeting was published on two occasions, November 18 and November 25, 2022, in both local Dixon newspapers. The City Council adopted Ordinance 22-008 on December 6, therefore, the new codes will go into effect January 1, 2023 and any application submitted after the new year, will be subject to the new codes.
