Community Development

Responsibilities

The Community Development Department is responsible for conducting both long-range and current planning, plan checking, building permit issuance, and field inspections of all buildings and structures in the City of Dixon. 

Planning Division

The Planning Division prepares and implements the General Plan, administers the Zoning Code (Title 18), provides staff support for the Planning Commission, and relays planning information to the public.

The City recently updated it's General Plan (General Plan 2040, adopted May 18, 2021)

Building Division

The Building Division enforces the minimum requirements of the state building codes, state and federal laws, and local ordinances.

Economic Development

The Economic Development  focuses on assisting Dixon businesses, economic development for new businesses and grants

City staff provided an overview of development to City Council and the Planning Commission in October 2023. Click here to view maps showing current development. Please keep in mind that these maps don't cover every single construction project happening in town, but they're a great way to stay informed about what's going on. The City does not build or develop properties, that is a function of the private market. Private entities find and bring projects to a City that they believe are financially viable and find a location where it can be allowed in a City. The City is responsible for reviewing the zoning regulations, plan checking, issuing building permits, and inspecting construction of all buildings and structures. As long as the business meets the general plan and zoning code regulations and all building, fire or other codes, the city cannot legally deny them the right to operate. This is to ensure that everyone has equal opportunity to pursue their entrepreneurial dreams and contribute to the local economy.

Community Development Director
 

Raffi Boloyan serves as the City's Community Development Director. Raffi started his tenure with the City of Dixon in December 2020 and comes to Dixon with over 24 years of experience in community development. Raffi spent the last 20 years with the City of San Rafael, serving in various roles in the Planning Division of the Community Development Department.
